BG 4.13: The four categories of occupations were created by me according to people’s qualities and activities. Although I am the creator of this system, know me to be the non-doer and eternal

The Lord says I am the Creator and non-doer. Then the Lord goes on to elaborate on actions, inactions, non actions, their nature, etc.

How do we compare this with the Management concept of Responsibility and Accountability. Need to understand this in the light of what the Lord states as creator but non doer. Having created is he not accountable?.

Just my two cents, he may have created the different temperaments and suggested appropriate professions etc. In layman's term, I am categorized as an INFJ (Myers Briggs Personality System) and that is a counselor and I am coincidentally a counselor. However, I still have free will and I can be a doctor or an engineer (although it would be very difficulty and not natural for me as that is not my inclination).

Management concepts of responsibility and accountability is based on the philosophy that happiness is gained by doing work

Bhagavan brings up chaturvarnyam to explain His true nature that He is non doer I.e He is already happy and did not create it to gain happiness

Additionally, from the last chapter Bhagavan also says that action is only done by Gunas, but those who are not aware of one’s own true nature think that they are the doer

As an analogy, it is the wave that collides with another wave but the water is not doing anything since it is the same in both waves

Accountability exists for the wave not the water

So far as responsibility & accountability go, it is in HOW an idea is implemented and who implements it. The system of categorization bases on "Guna Karma Vibhaga Yoga" is a system and he who successfully implements it must take the credit and he who does not do so must share his responsibility. The Lord is a non doer. Gunas, come from his Maya (Prakriti) as an Upadhi, which absolve him from doership. As a system, it is logical and flawless,each man to take the task that he is best equipped to do (shades of which you will find even in Plato's "Republic"). If you adopt take the credit and all that goes with it, if not then also take what goes with it !
